This is to be expected. However, starting in 2003 the number of injuries plummet, while the number of fatalities stagnate and increase only moderately. In 2003 the government changed its definition of what a fatality and injury was, and we can see how that impacted data collection.

The first four data points and the blue linear regression line are from 1999-2002, there is a clear positive relationship between the number of vehicles registered and the number of fatalities. However, after the government modified the definition of fatality, fatalities increase only moderately and the relationship is less clear.

The same relationship is clear among the number of injuries. From 1999, injuries and vehicle registration increase with little variance from the regression mean. Starting in 2003, injuries drop substantially.
